Wikinews extended invitations by e-mail on March 23 to multiple candidates running in the Texas’ 6th congressional district special election of May 1 to fill a vacancy left upon the death of Republican congressman Ron Wright. Of them, the office of Democrat Daryl Eddings, Sr. agreed to answer some questions by phone March 30 about their campaigns and policies. The following is the interview with Ms Chatham on behalf of Mr Eddings, Sr.

Eddings is a federal law enforcement officer and senior non-commissioned officer in the US military. His experience as operations officer of an aviation unit in the California National Guard includes working in Los Angeles to control riots sparked by the O. J. Simpson murder case and the police handling of Rodney King, working with drug interdiction teams in Panama and Central America and fighting in the Middle East. He is the founder of Operation Battle Buddy, which has under his leadership kept in touch with over 20 thousand veterans and their families. He was born in California, but moved to Midlothian, Texas. He endeavours to bring “good government, not no government”. Campaign manager Faith Chatham spoke to Wikinews on matters ranging from healthcare to housing.

An Inside Elections poll published on March 18 shows Republican candidate Susan Wright, the widow of Ron Wright, is ahead by 21% followed by Democrat Jana Sanchez with 17% and Republican Jake Ellzey with 8% with a 4.6% margin of error among 450 likely voters. The district is considered “lean Republican” by Inside Elections and voted 51% in favour of Donald Trump in last year’s US presidential election. This is down from 54% for Trump in 2016’s presidential election, the same poll stated.

Turkey’s Finance Ministry has given Google a tax demand of $18.6 million, and Transport and Communications Minister Binali Y?ld?r?m called on Google to register as a taxpayer in the country to “help accelerate” the lifting of a ban on YouTube and Google services.

As The Register reported, access to search engine Google had been limited due to a block imposed on its IP set, and most of Google’s online services had been inaccessible in Turkey since June 4. The IP addresses were shared between YouTube and other Google services. As International Business Times reports, YouTube has been banned in Turkey since 2008.

Accoring to HaberTurk, which is the Turkish version of Bloomberg, Yildirim said that “YouTube is a tax-payer in 20 countries, and we want them to do the same in Turkey.” Turkey’s Finance Ministry has given Google a tax demand of $18.6 million. Y?ld?r?m called on Google to register as a taxpayer in the country, and he said that it is a step that “would help accelerate the lifting of a ban on the company’s Youtube video-sharing website.”

Reporters Without Borders condemned “the growing repercussions of Turkey’s censorship of YouTube” and quoted Turkey’s President Abdullah Gul as saying “I do not want Turkey to be included among the countries that ban YouTube and prevent access to Google.”

Several internet sites have recently been banned in Turkey. The Register reports that 3,700 websites are “blocked for arbitrary and political reasons” in Turkey, including foreign websites, sites aimed at the country’s Kurdish minority, and gay sites according to The Organisation for Security and Cooperation in Europe (OSCE). Reporters Without Borders added Turkey to the list of “countries under surveillance” in its report on “Enemies of the Internet,” issued March 2010.

Russian President Vladimir Putin heavily criticized the United States in a speech at the 43rd Munich Conference on Security Policy Saturday for what he called its “almost uncontained” use of force in the world.

Putin also criticized US plans for missile defense systems and NATO’s expansion.

Putin said that nations are witnessing an “almost uncontained hyper use of force” in international relations. The Russian President pointed out that only the UN, and not the EU or NATO, can sanction the legitimate use of force. “One state, the United States, has overstepped its national borders in every way.”

Putin stated that the “excessive use of force” showed a lack of capacity for “complex solutions”.

“This is very dangerous. Nobody feels secure anymore because nobody can hide behind international law,” he said, speaking through a translator. “This is nourishing an arms race with the desire of countries to get nuclear weapons,” he told the 250 officials, including more than 40 defense and foreign ministers.

Speaking about the US missile defense system, possibly to be deployed in Poland and the Czech Republic, he stated that Washington’s reasons for the system weren’t plausible. Even such problem states like North Korea would not be able to build any missile in a foreseeable time necessitating such a defensive measure, the President opined.

Vladimir Putin also stated his doubts about the United States’ willingness to really go ahead with disarmament. He said that Russia was strictly adhering to the agreement to destroy thousands of strategic nuclear weapons until the end of 2012. He also said, he hoped the partner was acting in an equally transparent manner and would not keep a few hundred warheads for “bad times”.

The Munich Conference on Security Policy, founded in 1962, is an international forum composed of more than 250 leading politicians, diplomats, military officials, members of the business community, academics and public figures from more than 40 countries. It has become an annual opportunity for world leaders to discuss the most pressing issues of the day.

Indiana’s Democratic Caucus continued to deny the Republican-controlled state legislature with the quorum necessary to conduct business in the 2012 legislative session and move forward on a controversial “right to work” bill, which both Governor Mitch Daniels and fellow Republican legislators have made their top priority.

A “right to work” law would bar employers from signing agreements with labor unions that make membership or due payments by workers mandatory. Unions claim this is an effort to weaken collective bargaining and would lead to lower wages and contribute to poor working conditions. Proponents of the law say it would make the state of Indiana competitive with the 22 other states that already have such a law.

The 2012 session in Indianapolis never got under way on Wednesday, because House Democrats kept enough of its members away from the chamber. Instead the Democrats caucused in a lengthy, private 4-hour meeting on the first day in an attempt to reach a consensus on their approach. The Democrats continued to hold their ground on the second day and House Minority Leader B. Patrick Bauer, Democrat-South Bend, offered to return if the Republicans approved of holding more public hearings across the state before bringing the issue up again.

But House Speaker Brian Bosma, Republican-Indianapolis, dismissed Bauer’s offer as a stalling tactic. The Republicans hold a decisive majority in both the House and Senate of the Indiana state legislature, and as a minority the Democrats have limited means to block votes that are by party line.

Last year, Democrats, faced with the same disadvantage, fled Indiana for Urbana, Illinois, and disrupted the 2011 session for five weeks.

While the Indiana legislature was stalled in 2011, Wisconsin passed a controversial measure to limit the collective bargaining rights of government employees, which led to large-scale protests there. Wisconsin Democrats have since organized recall elections, including an effort to recall Governor Scott Walker.

Also in 2011, the Ohio legislature passed collective bargaining limits, which were later repealed by voters in a November referendum.

After last year’s walkout in Indiana, the Republicans passed “anti-bolting” rules, which could fine absent elected office holders $1,000 per day for absenteeism. Anti-bolting refers to walkouts that are meant to shut down operations by preventing a quorum.

Union members showed up for the Indiana session on opening day in order to voice their opposition to “right to work” legislation. The Daniels administration had initially called for a capacity limit of 3,000 of the Capitol building for security reasons, but the Governor back away during the day. The union protesters returned on the second and third day holding signs and making their presence known throughout the building.

The next public meeting on the law took place Friday when lawmakers from both the House and Senate held one combined hearing for both bills. A joint hearing is rarely done but in this case speeds up the process. The Friday morning hearing could pave the way for a vote in the Senate, but House Democrats could still prevent a vote by staying away from the House floor. To gain the quorum necessary for a vote, the Republican House majority would need two thirds present, or 67 of the lawmakers of 100 total members, and the House Republicans have only 60 members. Bosma could impose the fines of $1,000 a day to end the Democrats’ action and gain the quorum.

Chemotherapy is usually associated with a collection of side effects ranging from digestive problems to hair loss, but a study published this week in Human Reproduction demonstrated that female cancer patients may find they have something in common with much younger women in one specific area — their ovaries.

Scientists from the University of Edinburgh examined donated ovarian tissue from fourteen female cancer patients, most of whom had Hodgkin lymphoma, and compared it to tissue from healthy women. They found the samples from women who had been treated with a specific chemotherapeutic regimen known as ABVD not only contained greater numbers of dormant ova — egg cells — than those from women treated with harsher regimens but also more than samples from healthy women. ABVD is named for combining several drugs known as adriamycin, bleomycin, vinblastine, and dacarbazine.

These reproductive cells were not merely more plentiful in ABVD patients. They also appeared immature, “new” in the words of lead researcher Evelyn Telfer. This challenges the conventional belief that girls are born with all the ova they will ever have and the numbers can only go down as the cells are either used up by the reproductive cycle or succumb to damage or natural aging. However, further research is needed to confirm this. The study covered relatively few patients by scientific standards, and David Albertini of the Center for Human Reproduction in New York has suggested the cells may not actually be freshly grown. Instead, they may have always been there and were merely rendered more detectable by ABVD treatment.

The ability to grow new egg cells may have significant implications for women in Western societies, many of whom postpone childbearing to establish careers, sometimes into their late thirties or forties. However, Telfer warns against making use of these findings too soon: “There’s so much we don’t know about the ovary. We have to be very cautious about jumping to clinical applications.”

The experiments had been discussed earlier this year at the annual conference of the European Society of Human Reproduction and Embryology.

London, England — Yesterday Wikinews had the opportunity to tour the Ottobrock wheelchair repair workshops at the Paralympic Village in London.

It is one of a network of workshops at every Paralympic venue. They are run by Ottobrock, which has been repairing wheelchairs at the Paralympics since 1988. The workshop opened on August 22 and will remain until September 10.

The Ottobrock employees include people from 20 countries. Between them, they speak 23 languages. They liken themselves to the pit crew of motor sport — except that they have no idea what sort of equipment they will have to work with. The store room contains 15,000 spare parts, with everything from spare carbon fibre running blades to spare tyres — over 2,000 of them. They stock Ottobrock parts and their competitors’ too, as they have no idea what will arrive at the workshop next. Athletes from around the world bring in all manner of equipment.

The prosthetic technicians have to deal with everything from flat tyres to broken spokes to full-scale rebuilds. They have to be expert problem solvers. They frequently collaborate on determining how best to effect a repair. The objective is to get the wheelchair repaired and back in service as soon as possible.

Wheelchairs vary somewhat in design, depending on the sport. Those for wheelchair basketball and rugby have cambered wheels so they can spin around. Aluminum and titanium parts are used for strength. Ottobrock has a welding workshop where frames are repaired; the teams’ equipment managers understandably cannot bring such heavy equipment with them to the games, so they rely on the workshops. When a repair job is required, it is often required in a hurry. At the Turkey vs United States game, a chair was repaired during the match.

In addition to wheelchairs, the workshops handle all manner of work with prostheses. Carbon fibre running blades are adjusted. Broken feet and legs are a challenge. The Chinese Boccia team brought in its power chairs to have the electronics adjusted. In that sport, having the controls working perfectly is all-important.

There are 4,200 athletes at the Paralympic games. So far, the workshops have carried out 1,100 repairs.

The International Energy Agency (IEA) issued a warning that the World faces an insecure, dirty and expensive future unless the rate of investment in energy supplies is increased substantially.

In real terms, investment in oil and gas production has not increased significantly in the last five years, but demand has continued to rise. This has been despite oil and gas prices of between four and five times the 2002 levels. If no action is taken, demand will increase by over 50% between 2006 and 2030.

Coal is now cheaper than gas and nuclear is cheaper than both, in some cases even ignoring carbon tax effects. The continued rise in energy prices should make investment on the supply side more attractive.

These are among the findings of the “World Energy Outlook – 2006” report by IEA published this week in London.

Speaking at a news conference on Tuesday November 7, 2006, IEA Executive Director Claude Mandil said “WEO 2006 identifies under-investment in new energy supply as a real risk.” He said “We don’t see how we can avoid [nuclear power] if we want a sustainable long-term future.”

To secure the supply/demand position, IEA calls for investment in energy-supply infrastructure of over $20 trillion in real terms over 2005-2030 to ensure that the World moves into a “Cleaner, Cleverer and More Competitive Energy Future.”
