Convicted double murderer executed by electric chair in Tennessee, US

At 7:26 p.m. local time on Thursday, the state of Tennessee, United States executed Edmund Zagorski. Zagorski had been convicted of killing two people in 1983. Mere minutes before his execution, the United States Supreme Court declined to hear his case.

Zagorski asked for execution by electric chair instead of lethal injection, which made his case unusual. Tennessee had last used the electric chair method for the 2007 execution of Daryl Holton.

“Faced with the choice of two unconstitutional methods of execution, Mr. Zagorski has indicated that if his execution is to move forward, he believes that the electric chair is the lesser of two evils,” his legal counsel, Kelley Henry, said prior to the execution. Zargorski was convicted of luring two people into the woods and shooting them and slitting their throats under pretense of selling marijuana to them.

With Zagorski, Tennessee has executed 134 people since 1916; two this year, following Billy Ray Irick.

Scottish football team Hibernian appoint new manager

Scottish football team Hibernian F.C. (Hibs) have appointed Pat Fenlon as their new manager. Fenlon signed the contract at Hibs’ Easter Road home ground in the capital, Edinburgh.

[Hibernian are] a club with a rich history and proud traditions.

Fenlon left Bohemian F.C., an Irish football team he managed since 2008, so that he could manage Hibernian, which he is “really excited by”. Fenlon’s management career has previously remained in his native Ireland. From 2002, Fenlon managed Shelbourne F.C., which won the UEFA Cup in three of the five seasons he managed the team for. Fenlon went on to manage Derby City in 2007 before taking the managing position at Bohemians. According to Fenlon, Hibernian are “a club with a rich history and proud traditions.” Fenlon’s Hibs contract will last until the conclusion of 2013 / 2014 football season.

Hibs have now had five managers in as many years. Colin Calderwood is the most recent before Fenlon, being removed from his position on November 6 after twelve months managing the team. In that time they played in forty-nine matches and won in twelve of them. Calderwood has since gone on to become part of Birmingham City F.C., a football team based in the English city of Birmingham.

At the end of the previous football season, Hibernian F.C. placed tenth. As it stands, the team are currently ninth in the Scottish Premier League table. In reference to what he called the “quality players on Hibernian’s playing staff”, Fenlon stated that “there will need to be a lot of hard work and a clear change in mindset shown collectively by the team” and that a major target for them will be “to provide winning football to the Hibernian supporters, who have gone through some hard times recently.”

Officials: Plot to kill Indonesian president foiled

Indonesian authorities said earlier today that they have uncovered a plot by rebels to assassinate several senior government officials, among them president Susilo Bambang Yudhoyono.

National police chief Bambang Hendarso Danuri commented on the matter earlier today, saying that several rebels intended to conduct the attack and declare an Islamic state during the August 17 independence day ceremony. “They were confident that all state officials and dignitaries would be there. Killing all the state officials would have accelerated the transition from a democracy to a state controlled by Islamic Shariah law,” he said.

Danuri added that the attacks also included a plan to attack foreigners and hotels in the capital Jakarta — somewhat similar to the 2008 Mumbai attacks that killed 174 after rebels attacked tourist spots like hotels and a train station.

“Their plan was also to launch attacks in Jakarta against foreigners — especially Americans — and attack and control hotels within certain communities, imitating what happened in Mumbai,” the police chief said. “If we had not detected them and their military training had been successful, then they would have assassinated foreigners.”

The plot was revealed in part due to several anti-terror raids near the capital, which saw twenty people arrested. Many of those now in custody were reportedly trained at a camp in Aceh, and operated by a branch of the Jemaah Islamiyah group called al-Qaeda in Aceh.

This is reportedly the second alleged plot to assassinate the Indonesian president in a year; last August, security forces said they had evidence suggesting rebels would blow up a car by Yudhonoyo’s motorcade. The last large rebel attack was in last July, when suicide bombers targeted hotels in the capital.

Under-reporting of human Bird Flu infections poses worldwide threat

Possible under reporting of bird flu infections in China and other Southeast Asian countries may be promoting an illusory sense that human infections are very limited. Common press reports only describe fewer than 130 people as infected with H5N1 avian flu and that fewer than 70 have died worldwide. Yet, there are enormous problems getting accurate data, especially in a country like China with a population of more than a billion.

“Reporting a suspected bird flu infection in bird or humans is a very unlikely event,” said Dr. Shoshana Zimmerman of the eHealth Institute. She is also a founder of www.birdflubeacon.com, a site dedicated to bird flu issues. “There are very few incentives to report, and lots of reasons to refrain from reporting. From the viewpoint of local rural small farmers, there is little to be gained and much to be lost by reporting an infection. The worse threat is that their flocks could be killed, leaving them destitute.”

There are many factors which mitigate against reporting bird or human infections of bird flu.

  • The deaths of chickens, ducks, and birds are common events for farmer. Even when a large number die at one time they may see no purpose in reporting the deaths.
  • When a human dies in locations with little or no medical services, the rural farmer’s priority for discerning the cause of death may be low.
  • In rural areas most people are not taken to hospitals when they are sick.
  • Bird flu symptoms are not widely known. If the symptoms are not known, they will not be recognized and reports of possible bird or human infections can not be made.
  • The expenses required for detection are those of proper collection and shipment of samples to one of approximately 200 laboratories worldwide, as well as the testing procedure that requires a two week period of waiting before results are obtained.
  • The lack of incentive for countries to report large scale outbreaks as it may lead to widespread panic and economic loss, as occurred with SARS. These factors can be seen at work in the way that the first bird flu death was reported in China,” Dr. Zimmerman stated.

A young woman, Zhou Maoya, died after returning home to the village of Yantan in Annui province to prepare for her wedding. Her family has stated that they did not take her to the hospital because they thought it would not do any good. Officials also note rural Chinese also often cite relatively expensive medical costs as a reason for not seeking treatment when sick.

Although initially authorities attributed her death to pneumonia the resulting political pressure prompted China to invite the World Health Organization to send experts to investigate. The authorities then rescinded the previous position and attributed her death to bird flu based on the similarity of the symptoms that she was reported to exhibit with those of bird flu. The village was quarantined and journalists were denied access. It is not known how many others might be infected in the village. Official announcements were made of plans to vaccinate and cull birds.

A local government official, Fan Qian, told AFP that it was believed Zhou was infected while she was outside of the province.

Fan Tan, a local official, told AFP news that 1,000 birds in Yantan had been culled (killed). Plans were announced to vaccinate 2 million poultry in the area, a huge and difficult task.

Zhang, another official, said authorities had met with all villagers to give them flu vaccinations and to tell them how to protect themselves against the bird flu virus, including not consuming poultry products. It is known that flu vaccinations do not protect against bird flu.

Villagers and local officials minimized the threat. In outlying areas of Yantan, residents said that they did not know of any new outbreaks. Other possible infections have been attributed to similar common causes but there have not been any tests performed validating those attributions.

Fan Litan, a peasant woman from Fantu village, about 2 miles from Yantan, lost many of her ducks, and chickens and also a dog; she has attributed these deaths to the acts of hooligans. She said her family had been extremely frightened when her animals suddenly died. “We were scared to death,” said Fan, standing next to a red sign posted on the outside wall of her home that said: “Prevention and control by the masses is basic for people.” Fan said ducks and chickens are all healthy but she admitted that she had stopped eating poultry. No testing of these birds has been reported yet.

According to a recent AFP report from Liuchang, 59 miles south of Yantan, the obstacles to identifying infections are enormous.

Like many, one Liuchang villager named Wang Hemin said he was concerned and would keep a closer eye on his ducks and chickens, but felt no immediacy since the infection was not in his province. He learned about bird flu on TV, and is aware that officials have come to his village of 2,700 people to warn residents about the virus. They offered guidelines: they told people that poultry which die suddenly could have contracted bird flu and should not be eaten or sold and that such an incident should also immediately be reported. However, the symptoms of H5N1 bird flu were not directly described.

Residents have not yet been fully informed of what symptoms to look for in ill poultry–they are fever, diarrhea, teary eyes and swelling in the legs of the birds. Though a pledge was made earlier in the week to vaccinate 2 million birds immediately, no bird vaccinations in this area have been reported yet.

In another nearby village, Nazahuang, chickens scuttle in and out of houses. One resident, Fan Jiexu, 73, said no officials had yet warned her village to take precautions. Throughout rural areas, it is customary for chickens to scuttle in and out of homes. Ducks and bird often die and are eaten by villagers when it is believed safe to do so.

China has reported 17 avian flu outbreaks as of this week. Despite the Chinese government issued high alerts, critical information is not being adequately communicated to some rural villages. The size of the poultry population, the common and normal occurrence of poultry death on farms, and status of roughly 70% of the poultry population as being kept in backyards are factors complicating infection control.

The head of World Health Organization’s China office, Henk Bekedam, is aware that slow reaction to bird flu threats and difficulty monitoring poultry in the world’s most populous country makes control of its spread challenging.

Testing is required to confirm H5N1 virus, and positive test results lead to the killing of nearby flocks. The incentive for many villagers, officials, and governments to minimize reports of H5N1 virus infections and severe medical and economic complications for making confirmations of infection are obstacles opposing complete and full reporting of the spread and infection rates of the virus.

never translating proper names seems to be a rule deeply rooted in many people s minds. however looking at translated texts we find that translators do all sorts of things with proper names: non-translation, non-translation that leads to a different pronunciation in the target language, transcription or transliteration from non-Latin alphabets, morphological adaptation to the target language, cultural adaptation, substitution, and so on. It is interesting to note, moreover, that translators do not always use the same techniques with all the proper names of a particular text they are translating.

In fact proper names may be non-descriptive, but they are obviously not non-informative: If we are familiar with the culture in question, a proper name can tell us whether the referent is a female or male people (Alice Bill), maybe even about their age or their geographical origin within the same language community or from another country, a pet (there are typical names for cats, dogs, horses, etc., like Pussy or Fury), a place (Mount Everest), etc. Such indicators may lead us astray in real life, but they can be assumed to be intentional in fiction. Titles and forms of address can also be problematic in translation. The translation of proper names has often been regarded as a simple automatic process of transference from one language into another, because of the view that proper names are mere labels used to identify a person or a thing. This is what Vendler purports when he writes that proper names have no meaning (in the sense of sense and not of reference ), which is borne out by the fact that they do not require translation into another language (Vendler1975:117).

Primarily, nouns are classified as common or proper. Common nouns refer to a class of entities (e.g. squirrel), while proper nouns have a unique referent (John,London).

There are several noted you need to pay attention:

Proper nouns (PN) do not accept demonstrative pronouns as determiners. One would not normally say this John just bought a car. However, supposing there are several Johns out of whom you wish to single out a particular one, you are already using John as a common noun meaning \’any person called John.\’

PNs do not accept restrictive adjectives or restrictive relative clauses. In the sentence the Old Shakespeare felt the closeness of his death one is implicitly comparing one of several manifestations in time of the person called Shakespeare with the rest, therefore, one is using the word as a common noun in the grammatical sense. The same applies to sentences such as she is no longer the Eve she used to be. One may deny this only at the price of more or less ad hoc explanations about the character of the noun in question. Another way of putting this would be to say that we have to do with two homonymous words John or Shakespeare respectively, one of which is a proper noun, the other a common noun. When in a given speech situation we have a unique reference, we are dealing with a proper noun, otherwise with a common noun.

Opposition between definite and indefinite is neutralized in PNs (a given PN either invariably takes zero articles as in John, London, or invariably takes the definite article as in the Strand, the Haymarket, and the Queen Elizabeth). A seeming counterexample such as that is not the John I was talking about is an instance of John being used as a common noun as seen above. In other words, a noun\’s status as either common or proper is ultimately determined by situational factors. If in a given speech situation, there is a possibility of what looks like a proper noun having multiple referents (this John, two Johns) we have to do with a common noun homonymous with a proper noun.

All of the above features derive from the fact that proper names refer to unique referents.

Read Santa Clara marks tenth anniversary

Santa Clara, California, USA. The adult literacy program Read Santa Clara marked its tenth anniversary today with a gathering of program participants, staff, and supporters from the community. Read Santa Clara trains volunteer tutors and matches them with adult learners who wish to build their literacy skills.

In the presentation, program staff and supporters reviewed the program’s history and growth, honored long-time participants, and looked toward the future.

Santa Clara Mayor Patricia Mahan spoke at the gathering, noting, “Read Santa Clara joins people who need to learn with people who need to teach, and what a powerful combination that is.” She added, “I think adult literacy is so important.”

Program coordinators estimate that tutors volunteered some 5000 hours last year. City Manager Jennifer Sparacino estimates, “That’s worth about $100,000 per year in volunteer time.”

Learners also spoke about what Read Santa Clara meant to them. Raymond Moreno said, “I hope it stays for another ten, twenty, thirty years, because we need it.” Juan Velasquez said, “My life has changed a lot…I did many things I could not have done without help.” And Ike Moore said, “To be able to express myself…What a gift!”

Pirates killed 30 sailors in 2004

The International Maritime Bureau, an agency of the International Chamber of Commerce, has stated that 30 sailors were murdered by pirates during 2004. The Bureau’s 2004 Annual Report on Piracy and Armed Robbery against Ships shows that the number killed has increased from the 21 who died in 2003, according to data collected by the IMB Piracy Reporting Centre in Kuala Lumpur, Malaysia.

However, the total number of attacks has decreased–325 recorded attacks, down from 445 in 2003.

Indonesian waters are the most violent, with 93 incidents; one-quarter of the global total of attacks. Tugs and barges are common targets, with crew members often being kidnapped.

Nigeria has the most dangerous waters of any African country. In 2004, there were 28 attacks (down from 39), the third highest number of incidents in the world.

An informed investor knows where his money is going. For an investor in mutual funds, it is essential to understand the expenses of mutual funds. These expenses directly influence the returns and cannot be neglected.

The expenses of mutual funds are met from the capital invested in them. The ratio of the expenses associated with the operation of the mutual fund to the total assets of the fund is known as the expense ratio. It can vary from as low as 0.25% to 1.5%. In some actively managed funds it may be even 2%. The expense ratio is dependant on one more ratio the turnover ratio .

The turnover rate or the turnover ratio of a fund is the percentage of the fund s portfolio that changes annually. A fund that buys and sells stocks more frequently obviously has higher expenses and thus a higher expense ratio.

The mutual fund expenses have three components:

The Investment Advisory Fee or The Management Fee: This is the money that goes to pay the salaries of the fund managers and other employees of the mutual funds.

Administrative Costs: Administrative costs are the costs associated with the daily activities of the fund. These include stationery costs, costs of maintaining customer help lines and so on.

12b-1 Distribution Fee: The 12b-1 fee is the cost associated with the advertising, marketing and distribution of the mutual fund. This fee is just an additional cost which brings no actual benefit to the investor. It is advisable that an investor avoids funds with high 12b-1 fees.

The law in US puts a limit of 1% of assets as the limit for 12b-1 fees. Also not more than 0.25% of the assets can be paid to brokers as 12b-1 fees.

It is important for the investor to watch the expense ratio of the funds that he has invested in. The expense ratio indicates the amount of money that the fund withdraws from the funds assets every year to meet its expenses. More the expenses of the fund, lower will be the returns to the investor.

However it is also essential to keep the performance of the funds in mind too. A fund may have higher expense ratio, but a better performance can more than compensate higher expenses. For example, a fund having expense ratio 2% and giving 15% returns is better than a fund having 0.5% expense ratio and giving 5% return.

Investors should note: It is not sensible to compare returns of funds in different risk classes. Returns of different classes of funds are dependant on the risks that the fund takes to achieve those returns. An equity fund always carries a greater risk than a debt fund. Similarly an index fund that invests only in relatively stable and thus less risky index stocks, cannot be compared with a fund that invests in small companies whose stocks are volatile and carry greater risk.

Avoiding funds with high expense ratio is a good idea for the new investor. The past performance of a fund may or may not be repeated, but expenses usually do not vary much and will certainly reduce returns in future too.
