Intel launches 45nm “Penryn” processor aiming for energy-efficiency

Tuesday, November 13, 2007

This week in Taiwan Intel and other technology companies showcased server and computer hardware with processors built using “Penryn” technology, the second generation of quad core technology that is produced with the high-k metal Hafnium that has come to replace halogen and lead components, which are not environmentally safe.

This new 45 nanometer (45nm) process technology included features on Intel Streaming SIMD Extensions 4 (SSE4) compatible with video decoding (encoding) software, “Radix 16” which increased computing efficiency, and “deep power down” technology for energy efficiency. For the SSE4 feature, this will benefit makers of high-definition and AV-media, as both HDMI and 1080p are supported.

Companies that will participate in the Taiwan Informonth exhibition next month, announced that some products with “Penryn” processors will be on the market by then. Some companies like Tyan and Supermicro will provide small business solutions as well as enterprises solutions. This launch will be tied to other unveilings by the IT and AV-media industries in Taiwan.

Neuroscientists tell Wikinews about empathy and harm aversion observed in lab rats

Thursday, April 30, 2020

In findings published last month in the journal Current Biology, neuroscientists from the Netherlands Institute for Neuroscience examined harm aversion in laboratory rats for conspecifics — rats not wanting to hurt other members of the same species — and reported which region of the brain was crucial for it. Wikinews caught up with Dr Christian Keysers and Dr Valeria Gazzola, two of the authors who contributed to the paper.

For the experiment, the rats were put in a container with two levers. The rats were trained to develop a preference for one of the two levers: each delivering one pellet of sucrose. One of the two levers was harder to press.

After developing a preference, the preferred lever was wired to deliver a shock to another rat in a neighbouring compartment, while delivering a single pellet of sucrose. The study showed the actor rat, which pressed the lever tend to switch the lever to avoid shocking the other rat. The rat receiving the shock was called a victim rat.

Aversion of harm to fellow rats was reported to be equal in both male and female rats. If the actor rats were previously exposed to the shocks, their degree of harm aversion for others was heightened, the study revealed.

The investigation reported the rats avoided pressing the preferred lever to shock another rat, even if that lever delivered two sucrose pellets and the no-harm lever delivered only one. However, this was not the case when the rats were given three pellets by the shock lever. Most of the actor rats did not switch when they received three pellets pressing the lever, which also delivered an electric shock. Dr Gazzola called it a “tipping point” and said it was a “cost-benefit” function.

The study also revealed the importance of the anterior cingulate cortex (ACC) region of the rat’s brain for harm aversion. The scientists tested harm aversion for conspecifics in the rodents after deactivating the ACC using muscimol. Muscimol was injected in the rats belonging to the test group, while saline water was injected to rats in the control group. The observations showed without the active ACC due to muscimol, the active rats in the test group were no longer averse to harming the victim rats, but degree of harm aversion did not drop in the control group rats.

State Farm Insurance allegedly destroying papers

Tuesday, April 11, 2006

Zach Scruggs, a lawyer for United States Senator Trent Lott, says that State Farm Insurance Company is destroying records related to claims for damage from Hurricane Katrina.

The records allegedly contain information saying that State Farm fraudulently denied insurance claims made by its policy holders, including Lott, that had homes there were damaged or destroyed when Hurricane Katrina came ashore on the Gulf Coast.

Scruggs said that Lott has “good faith belief” that many employees of the insurance company in Biloxi, Mississippi are destroying engineer’s reports that were inconclusive as to whether or not water or wind was the main cause of damage to the buildings affected by the hurricane.

Lott is among thousands of home and/or business owners who had their property damaged or destroyed during the hurricane and had their claims denied because State Farm claimed that their policies don’t cover damage caused by floods or water that was driven by the wind.

State Farm has not issued a statement on the matter so far.

Listening to you at last: EU plans to tap cell phones

Monday, October 19, 2009

A report accidentally published on the Internet provides insight into a secretive European Union surveillance project designed to monitor its citizens, as reported by Wikileaks earlier this month. Project INDECT aims to mine data from television, internet traffic, cellphone conversations, p2p file sharing and a range of other sources for crime prevention and threat prediction. The €14.68 million project began in January, 2009, and is scheduled to continue for five years under its current mandate.

INDECT produced the accidentally published report as part of their “Extraction of Information for Crime Prevention by Combining Web Derived Knowledge and Unstructured Data” project, but do not enumerate all potential applications of the search and surveillance technology. Police are discussed as a prime example of users, with Polish and British forces detailed as active project participants. INDECT is funded under the European Commission’s Seventh Framework Programme (FP7), and includes participation from Austria, Bulgaria, Czech Republic, France, Germany, Hungary, Poland, Slovakia, Spain, and the United Kingdom.

Indicated in the initial trial’s report, the scope of data collected is particularly broad; days of television news, radio, newspapers, and recorded telephone conversations are included. Several weeks of content from online sources were agglomerated, including mining Wikipedia for users’ and article subjects’ relations with others, organisations, and in-project movements.

Watermarking of published digital works such as film, audio, or other documents is discussed in the Project INDECT remit; its purpose is to integrate and track this information, its movement within the system and across the Internet. An unreleased promotional video for INDECT located on YouTube is shown to the right. The simplified example of the system in operation shows a file of documents with a visible INDECT-titled cover taken from an office and exchanged in a car park. How the police are alerted to the document theft is unclear in the video; as a “threat”, it would be the INDECT system’s job to predict it.

Throughout the video use of CCTV equipment, facial recognition, number plate reading, and aerial surveillance give friend-or-foe information with an overlaid map to authorities. The police proactively use this information to coordinate locating, pursuing, and capturing the document recipient. The file of documents is retrieved, and the recipient roughly detained.

Technology research performed as part of Project INDECT has clear use in countering industrial and international espionage, although the potential use in maintaining any security and predicting leaks is much broader. Quoted in the UK’s Daily Telegraph, Liberty’s director, Shami Chakrabarti, described a possible future implementation of INDECT as a “sinister step” with “positively chilling” repercussions Europe-wide.

“It is inevitable that the project has a sensitive dimension due to the security focussed goals of the project,” Suresh Manandhar, leader of the University of York researchers involved in the “Work Package 4” INDECT component, responded to Wikinews. “However, it is important to bear in mind that the scientific methods are much more general and has wider applications. The project will most likely have lot of commercial potential. The project has an Ethics board to oversee the project activities. As a responsible scientists [sic] it is of utmost importance to us that we conform to ethical guidelines.”

Should the EU carry out this research without a wider public debate?

Although Wikinews attempted to contact Professor Helen Petrie of York University, the local member of Project INDECT’s Ethics board, no response was forthcoming. The professor’s area of expertise is universal access, and she has authored a variety of papers on web-accessibility for blind and disabled users. A full list of the Ethics board members is unavailable, making their suitability unassessable and distancing them from public accountability.

One potential application of Project INDECT would be implementation and enforcement of the U.K.’s “MoD Manual of Security“. The 2,389-page 2001 version passed to Wikileaks this month — commonly known as JSP-440, and marked “RESTRICTED” — goes into considerable detail on how, as a serious threat, investigative journalists should be monitored, and effectively thwarted; just the scenario the Project INDECT video could be portraying.

When approached by Wikinews about the implications of using INDECT, a representative of the U.K.’s Attorney General declined to comment on legal checks and balances such a system might require. Further U.K. enquiries were eventually referred to the Police Service of Northern Ireland, who have not yet responded.

Wikinews’ Brian McNeil contacted Eddan Katz, the International Affairs Director for the Electronic Frontier Foundation (E.F.F.). Katz last spoke to Wikinews in early 2008 on copyright, not long after taking his current position with the E.F.F. He was back in Brussels to speak to EU officials, Project INDECT was on his agenda too — having learned of it only two weeks earlier. Katz linked Project INDECT with a September report, NeoConopticon — The EU Security-Industrial Complex, authored by Ben Hayes for the Transnational Institute. The report raises serious questions about the heavy involvement of defence and IT companies in “security research”.

On the record, Katz answered a few questions for Wikinews.

((WN)) Is this illegal? Is this an invasion of privacy? Spying on citizens?

Eddan Katz When the European Parliament issued the September 5, 2001 report on the American ECHELON system they knew such an infrastructure is in violation of data protection law, undermines the values of privacy and is the first step towards a totalitarian surveillance information society.

((WN)) Who is making the decisions based on this information, about what?

E.K. What’s concerning to such a large extent is the fact that the projects seem to be agnostic to that question. These are the searching systems and those people that are working on it in these research labs do search technology anyway. […] but its inclusion in a database and its availability to law enforcement and its simultaneity of application that’s so concerning, […] because the people who built it aren’t thinking about those questions, and the social questions, and the political questions, and all this kind of stuff. [… It] seems like it’s intransparent, unaccountable.

The E.U. report Katz refers to was ratified just six days before the September 11 attacks that brought down the twin towers of the World Trade Center. In their analysis of the never-officially-recognised U.S. Echelon spy system it states, “[i]n principle, activities and measures undertaken for the purposes of state security or law enforcement do not fall within the scope of the EC Treaty.” On privacy and data-protection legislation enacted at E.U. level it comments, “[such does] not apply to ‘the processing of data/activities concerning public security, defence, state security (including the economic well-being of the state when the activities relate to state security matters) and the activities of the state in areas of criminal law'”.

Part of the remit in their analysis of Echelon was rumours of ‘commercial abuse’ of intelligence; “[i]f a Member State were to promote the use of an interception system, which was also used for industrial espionage, by allowing its own intelligence service to operate such a system or by giving foreign intelligence services access to its territory for this purpose, it would undoubtedly constitute a breach of EC law […] activities of this kind would be fundamentally at odds with the concept of a common market underpinning the EC Treaty, as it would amount to a distortion of competition”.

Ben Hayes’ NeoConoptiocon report, in a concluding section, “Following the money“, states, “[w]hat is happening in practice is that multinational corporations are using the ESRP [European Seventh Research Programme] to promote their own profit-driven agendas, while the EU is using the programme to further its own security and defence policy objectives. As suggested from the outset of this report, the kind of security described above represents a marriage of unchecked police powers and unbridled capitalism, at the expense of the democratic system.”

5 Foods That Naturally Whiten Your Teeth}

  • Find Out More About:
  • Australian Medical Supply Store Online

Submitted by: Samuel Kwon

Professional teeth whitening kits are effective, but they come with two major drawbacks: they make teeth extremely sensitive and cost a great amount of money. Instead of constantly spending money on these DIY teeth whitening kits, why not follow a routine that whiten the teeth in a natural way. If you have been thinking if any food can naturally whiten your teeth, you would be surprised to know that there are foods which can help you have a great smile without breaking your budget.

Here are 5 Foods That Will Naturally Whiten Your Teeth:

1. Strawberries

Strawberries are one of the most effective ingredients for teeth whitening. They contain malic acid, which removes stains and Vitamin C, which breaks down plaque that is responsible for that yellowish teeth color, as well as for cavities. In order to benefit from the positive effects of strawberries, mash them and apply them on teeth. Leave them for a couple of minutes, then rinse with water at room temperature. For an enhanced effect, add a pinch of table salt. The salt is abrasive and acts as a gentle scrub. Thus, you whiten and clean the teeth at the same time.

2. Baking soda

Baking soda is one of the most popular ingredients for teeth whitening. Used as such or in combination with other teeth whitening foods (strawberries, lemon juice, coconut oil, etc.), baking soda offers great results. Apply it on teeth for one (if mixed with lemon juice) to 3 minutes (if mixed with water), then rinse it off gently. In order to obtain significant effects, the procedure must be repeated every few days.

3. Coconut oil

Coconut oil makes a surprising appearance on the list of teeth whitening foods. Yet, its whitening properties, as well as its anti-microbial ones, make it a highly effective solution to brighten your teeth on a budget. Even the whitening method is unusual. To brighten your teeth using coconut oil, take a tablespoon of solidified oil and put it in your mouth. When it melts, pull it through the teeth for at least 3 minutes. Then rinse with water and wash your teeth as usual.

4. Lemon or orange juice

Whether you eat one or two oranges once in a while or you use lemon juice in combination with baking soda, the citric juice will help you enhance the appearance of your teeth. The Vitamin C in lemon and orange juice removes teeth stains and leaves an even color. However, do not overuse the citric fruits for teeth whitening, as they are acidic and may affect the tooth enamel.

5. Apple cider vinega

Apple cider vinegar is another ingredient which can make your teeth pearly white. Take a gulp and pull it through your teeth. Before spitting it into the sink, try and brush the teeth for some seconds. Then brush your teeth the way you always do. In order to protect the teeth enamel, choose a non-fluoride tooth paste. To make the most of this treatment, follow the routine for at least one month.

The teeth whitening with food is a slow process compared to professional teeth whitening. Yet, it is much cheaper and, if you make a routine out of it, it gives great results on the long run. Just give one of these foods a try and see for yourself! If you are looking for quick results, Dr Samuel Kwon of SK Family Dental in Puyallup, WA recommends booking an appointment with your dentist.

SEPTA buys rail cars from NJ Transit to deal with crowding

Tuesday, July 29, 2008

As gas prices have risen in the United States, the regional transport authority for southeastern Pennsylvania, SEPTA, has seen a sharp increase in ridership, which has caused overcrowding on the trains.

“As fuel prices have continued to rise, SEPTA ridership has steadily increased and is the highest in 18 years,” said SEPTA General Manager Joseph Casey. Monthly ridership was 22 percent higher last month than a year ago.

“They have crushed loads on their rail lines, already where people are standing, and there’s not enough seats,” said Rich Bickel, the director of the Delaware Valley Regional Planning Commission.

“At peak times some railcars are standing room only and commuter parking lots are nearly full. All Regional Rail lines are running near full capacity and the train station parking lots are at about 90 percent capacity or more,” SEPTA spokesperson Felipe Suarez said.

While SEPTA awaits new Silverliner V trains from Hyundai Rotem, which begin arriving in 2009, it had hoped to lease eight rail cars from New Jersey Transit, at an agreed-upon rate of US$10,000 per month. However, due to problems with insurance and liability indemnification, the deal fell through, according to Casey.

SEPTA has entered a new agreement to purchase the eight rail cars from NJ Transit. The transit authority will pay US$670,000 for the cars and assorted supplies plus one additional inoperative car which will be used for spare parts. The rail cars will be operated using a SEPTA provided locomotive as they are not self-propelled.

The cars are being disposed of by NJ Transit because it has switched from single-floor cars to double-decker cars.

SEPTA is expecting to raise US$3.1 million by selling rail that has been out of service since 1981 at auction.

  • Find Out More About:
  • Asheville Web Design

By Himfr Tian

1, from mature markets to see the development of women’s underwear, according to survey (January 31, 2005) show that the European market, the British women’s underwear to the cost in most, 103.5 euros per person per year (about 134.5 U.S. dollars).

French women’s underwear expenditure spent each year to 102.30 euros per capita, the German women’s expenditure of 80.20.

British women in underwear expenditure slightly higher than French women, because they buy a lot of pajamas and wearing clothing in the room, while the latter prefer the bra and panties.

Italy and Spain, women’s underwear average annual cost of 77.5 euros and 71.3 euros. European men in underwear on a per capita annual consumption of 19 euros.

Male underwear is not only in the unit, that is far in both sales and women’s underwear, men and women using the mechanism fundamentally different. Male underwear basically no consumer trend to speak of, but there are obvious lingerie consumption trends. As a mature market, the European lingerie market can provide some experience for the Chinese market.

Since the late nineties, the Chinese underwear sales gradually reached the front from behind the scenes, never a kind women’s clothing apparel such as women, as reflected in the ultimate liberation of the human spirit realm. Can be said that high-end lingerie, especially the development of women’s underwear has become a benchmark level of development of social civilization, it tests a level of social tolerance and rationality.

With the consumer consciousness, and is the market value appreciation, when people walked on the clothes of the consumer awareness of leisure time, it means clothes have come to the operating room for the development of content-type channels, competition, many enterprises find themselves in competition, the Red Sea being, how many garment enterprises to improve profits headache.

[youtube]http://www.youtube.com/watch?v=O9rQ4cGOc7o[/youtube]

Underwear consumption stage gradually become an important sales market landscape, many companies can not be said to result of the role, there is not only to international companies, domestic companies are here to play an important role in market education and guidance.

Second, changes in women’s underwear under the above consumer features research reports run from the age of 15 years old -24 years the largest in Europe to buy underwear for women, followed by the 25-34 year old women? 55 -64 year-old woman’s underwear to buy again on the rise.

Main consumer group of young underwear, and underwear of consumer psychology is compatible.

Underwear as a category, its function and generally quite different underwear. Waichuan underwear and clothing line has been blurred, or even become fashionable in some underwear Waichuan behavior, leading to industry development and changes of the intrinsic strength comes from consumers. Consumer awareness of underwear has changed from simple warmth or modesty tool changes to the health, comfort, beauty needs, more consumer spending layered appearance to the spiritual from the material itself, the transfer of more reflect the requirements underwear social function, such as population pressure, such as awareness of trends, such as groups of symbols and so on. The future, China would surely top their lingerie brand, has its own fashion trend, more a reflection of awareness of local trends, ladies, this is the manifestation of a noble life elements. See this, Chinese enterprises should be a placeholder awareness.

With economic development, women’s underwear will be more inclined to spiritual needs, in addition to health and comfort, also called embodied the spirit of women, with a certain brand connotation. Changes in consumer demand, sales channels on a higher demand. Channels should strengthen the brand, the conceptual model can adapt faster to the Distribution. Underwear sales in two? Selling intermediate links and consumers? Both are equally important. Not enough women’s mental outlook of the product can not be accomplished brand, and brand support but need to have sufficient strength to support the channel.

Underwear profits are high compared with other clothes, so to attract a lot of manufacturers put into them. This led to women’s underwear market in China for a long time, the focus of competition focused on low-cost products. Low-cost consumer products, the value is mainly price, low price does not reflect the spirit of consumer spending, it can not establish the brand.

Underwear brand is the process of understanding and release of human nature is not just an issue of fashion. Fashion a more preferred form of address level, and women’s underwear to solve the more flamboyantly the power of human nature, and only the spirit of liberation, designed to liberate, to breakthrough technology. Therefore, the establishment of women’s brand of casual wear than harder. From this point, although the experience of the baptism of time and the market, underwear market to enter the development stage but also through very orderly process.

Third, the channel model is the lingerie company’s key building highly profitable price of domestic brands is far from the high price of foreign brands, because the nature of domestic enterprises were transformed from the understanding to the design level of attainment are still missing. Design and domestic awareness of underwear has not yet reached the point of leading the spiritual world, therefore, the general standard of local underwear did not build up, so you can see a very interesting phenomenon, as long as the domestic can not.

Shanghai, not a well-known brand, marked only the concept of design and manufacture in Taiwan, a year to more than 30 million sales, net profit could even reach 30%. Of course, they use the sales model is more advanced, their products training center Commissioner in several cities around running training, the advanced management concepts and technology dissemination to partners, the core of their business is jointly and cooperation.

High-end fashion products, profit model, the early consolidation in the industry, certain products as the carrier is to channel model engines. Who can get more time than the rival operating resources, anyone can quickly win. “The concept of integrated product + unique agent” model, the impact of industry to the peak of all enterprises have to face the issue.

The lingerie market is a nets, to do no matter how good, is also a point-like market. Point-like market agents provided adequate operating conditions. In a large number of channels filled with the product, are processing various analogies foreign goods. Since 2005, I contacted all of the clothing of agents, several have started their own lingerie the OEM. China’s underwear brands from top to bottom are surging at any time bred considerable opportunities that the achievements of those who are entrenched in the good agents around the resource.

5, from the underwear market trends, Chinese enterprises won the road underwear market information is not very good, therefore, difficult to find good distributors, dealers or have decided a good brand in the market and industry position, excellent dealer has the enterprise’s scarce resources.

Selling products in general, but the brand is not very strong situation, China’s underwear manufacturers and dealers must fully grasp the opportunity, we must first fully understand the power and status of their industry, and its own regional market appeal, attention to the integration of different existing resources on the regional market, to understand the needs of channel members and the real business of the state. Go in understanding the basis for channel design joint or integrated program, businesses are now missing is the business model.

Ten-year-old computer glitch prevents delivery of 1,380 Canadian health results

Sunday, May 24, 2009

The Saskatoon Health Region in Saskatchewan, Canada recently discovered a fax machine problem which had not relayed almost 1,500 X-rays, Computed tomography (CT) and Magnetic resonance imaging (MRI) scans, ultrasounds, and other medical imaging test results to doctors.

The fax machine is part of the automated Radiology Information System. An audit revealed that medical diagnostic tests involving results dating back a decade have been affected by the broken fax machine.

On May 6, a doctor called the health region officials seeking follow up on a patient’s report. Staff who delved into it, found that the report was not sent from the system.

Now, two weeks later, this same patient has still not been contacted by the health region.

“It has taken some time to work with the patient’s physician. That was important — to get more information and more detail because we want that patient’s physician to be involved in the discussion with the patient,” Dr. David Poulin, vice-president of medical affairs for The Saskatoon Health Region, said. “This is a system error and that’s just what it was — an error. This doesn’t reflect in any way on the quality of work regional staff have done and continue to do.”

An internal review revealed that, of 2.2 million diagnostic tests performed, at least 1,380 had not been sent out by the malfunctioning fax machine.

The health region will embark on contacting each of the 1,380 patients and their physicians to make sure that the results have been received and if any health care was compromised.

Patients can also contact the health region via a newly set up hotline to make enquiries.

“We think it would actually be good practice if physician offices could have a system to check whether they have received important reports,” said Poulin, “The common practice appears to be in many doctors’ offices, particularly family physician offices, that they don’t respond to the report until it arrives. So, they basically are waiting for the report to arrive in their office by fax and it’s at that point that they look at it and decide what action to take.”

City Hospital, St. Paul’s Hospital and Royal University Hospital were the three city hospitals affected. Saskatoon has a population of roughly 233,923, and the hospitals also serve the surrounding rural areas.

Ironically the faulty fax machine was discovered the same week that provincial medical officials began to review approximately 70,000 radiology tests conducted in Yorkton. Officials there doubt the competence of the physician who first interpreted the radiology results.
