US Senate panel approves healthcare reform bill

The United States Senate Committee on Finance approved a proposal to reform health care on Tuesday, clearing it to move forward. The bill passed by a 14-9 vote, gaining support from the committee’s thirteen Democrats, and one Republican.

Senator Olympia Snowe was the only senator from the Republican party to back the bill. However, she said this might change as the bill moves through Congress.

“There are many, many miles to go in this legislative journey. My vote today is my vote today. It doesn’t forecast what my vote will be tomorrow,” Snowe said.

President Barack Obama, who supports the bill as part of his effort to overhaul the country’s health care system, welcomed the committee’s vote. “We are closer than ever before to passing healthcare reform but we are not there yet. Now is not the time to pat ourselves on the back – now is the time to dig in further and get this done. In this final phase we should engage with each other with civility and seriousness that has brought us this far and that this subject deserves.”

The bill, which contains a ten-year plan with an estimated cost of US$829 billion, is aimed at lowering healthcare costs and increasing the affordability of insurance. Proponents will now seek to merge it with another bill from the Senate Committee on Health, Education, Labor and Pensions. Senate Finance Chairman Max Baucus emphasized, “Americans want us to craft a package that will get the 60 votes needed to pass.” He argued that the Finance bill was the best candidate to attract needed the centrist support.

Critics, however, have said that the proposed plan is too costly, and will cause the government to interfere too much into the private healthcare sector.

“We can now see clearly that the bill continues its march leftward,” said the senior Republican on the committee, Senator Charles Grassley. “This bill is already moving on a slippery slope to more government control of healthcare.”

Eight year old Victoria Stafford of Ontario missing since Wednesday

Victoria Stafford, eight years old, was sighted leaving her Woodstock, Ontario school on Wednesday afternoon with an unknown woman caught on video camera. She has not been seen since.

Victoria (Tori) attended grade 3 at Oliver Stephens Public School, and the video is from the College Avenue secondary school as Victoria and the unidentified woman walked along Fyfe Avenue.

“I’ve had a lot of problems come up in my life and stuff like that, and I haven’t always been there for my kids, but this is my baby girl and it’s absolutely hurting now,” her father Robert Stafford said, “It’s killing me, [I want to] let her know that I love her and I’ll see her soon. One way or another I’ll see her soon.”

Police teams from Oxford, Waterloo and London have assembled together with rescue dogs and trained search and rescue personnel to find the child.

Police have called the search a criminal investigation, but have not yet issued an Amber alert as there has been no report of an abduction.

150 volunteers joined search efforts and to pass out flyers on the 10th. Police say they have no need of more volunteers at this time, however they would appreciate any tips or calls from anyone who may have seen either Victoria or the woman.

The unidentified woman seen in the video is described as between 19 and 25 years old with straight long black hair. She weighs about 120 to 125 pounds and was wearing a white coat and black jeans in the video. Victoria was wearing a green shirt with a black pleated skirt. She was wearing black and white shoes and carried a purple and pink Bratz purse. She had on a black Hannah Montana jacket which had a white fur lined hood.

“I think what’s happening with members of the public is an expression of their emotions, their concern for this child. And I think that’s good in terms of the willingness of this community to step up,” said Michael Harding, Mayor of Woodstock.

Volunteers are making and handing out purple ribbons, Tori’s favourite colour. A candlelight vigil will be held in the evening on Easter Sunday.

SIBORAP includes these ten specific sections: (1) Product Transparency, (2) Regulation and Education, (3) Protection from Speculators (4) Control of Hedge Funds, (5) Brokerage Account Statements, (6) Retirement Account Investments, (7) Executive Compensation, (8) Corporate Financial Statements, (9) Taxation of Investment and Retirement Income, and (10) Transactional Greed and Fear Controls.

Section Five: Brokerage Account Statements.Investors have a right to brokerage account statements that: (1) help them monitor and manage their asset allocation, (2) report realized gains and losses for the year, (3) track both the cost of their holdings, and their net account deposits, and (4) emphasize the long-term, cyclical nature of the investment process.Under SIBORAP, all brokerage firms would be required to maintain cost basis information on all holdings, and the ACATS system would be required to provide it in all transfer transactions. Mutual funds would be required to include cost basis information on their quarterly reports. Statements that simply report transactions, and focus only on market value, promote the emotional environment that leads to poor decision-making.Statements must divide securities into three classes: equities, income, and other and specify asset allocation numbers for each class in terms of cost basis. Each client’s equity and income target allocations must be provided and compared with the actual totals. Within each category, sub-categories (e.g., open or closed-end mutual funds, taxable or tax-free income, etc.) would be required.No combined-portfolio graph or chart presentations would be permitted unless accompanied by supporting charts of the separate asset allocation buckets. Supporting charts must compare securities with appropriate indices, and include lines for both working capital (i.e. cost basis) and market value. Associated commentary must describe market conditions in cyclical terms, and describe what reasonable performance expectations would be for each class of security.Statement margin information must include warnings about the dangers of margin borrowing. Investors must be given the opportunity to switch any automatic dividend reinvestment arrangements or withdrawal programs to loan repayment.Investors have the right to statements that inform, report, and educate. Statements should outline reasonable performance expectations for the major classes of securities, the reasons for the assessment, and a sense of how the present environment should be understood in terms of market, economic, and interest rate cycles.Wrap account statements must make it clear to investors that their accounts are identical in all respects to other clients engaged with the same management program, and that the programs are not being managed just with their personal goals and objectives in mind.All retirement portfolio statements must facilitate compliance with SIBORAP Section Six. Section Six: Retirement Account Investments.Investors have a right to augment employer-sponsored programs and Social Security with self directed retirement vehicles of their own design. Tax Code changes mandated by SIBORAP (see Section Nine) exempt retirement income and (most) investment income from taxation by any level of government, and introduce a new “elective” Social Security option.Individual investors have a right to safeguards from excessive risk taking in any and all self-directed retirement portfolios, including those provided by employers. Cost based asset allocation and diversification rules must be applied to all portfolios above $100,000 in working capital and in all portfolios for those aged 55 and above.Asset allocation rules: All retirement portfolios with working capital (cost basis) under $100,000 must have at least 55% invested in top tier (Tier One) income securities. Portfolios with more than $100,000 of working capital must have at least 30% invested in government securities. After age 55, retirement accounts must hold at least 60% (cost basis of securities) in individually owned government securities and/or Closed End Funds comprised of top tier income securities, and which have less than 20% leverage.Diversification rules: No portfolio in excess of $100,000 may contain a single position that exceeds 5% of working capital, or a mutual fund position that exceeds 10%. Sector allocations should be held below 25% of portfolios.No retirement portfolio, non-financial corporation, state or local government, foundation, endowment, or other fiduciary entity may own or trade Tier Four securities and contracts, or derivatives that contain such securities.Retirement accounts that comply with these protective elements are 100% non-taxable, but cannot be borrowed against or withdrawn from before age 60. All Social Security participants under age 40 may elect to use one half of their mandatory salary deductions to fund deferred, fixed-income-only annuity contracts. Every shareholder of a publicly traded entity has a right to share in the growth and profit of the business to the same extent and in the same manner as the employees they, in effect, hire to manage the business. Corporate executives and directors have totally lost touch with their equity owners, who were never consulted (in terms that a “Joe the Plumber” could understand) about being compensated strictly in terms of the illusory market value of their holdings. Corporate executive compensation needs to be brought down to a significantly lower “competitive level”, and more of the corporate profit needs to be “spread around” to owners and employees, applied to debt reduction, and placed in reserves for contingencies. It is unlikely that there would be a shortage of qualified CEO applicants at a mere four or five million per year in salary.Section Seven (Executive Compensation) is continued in Part Four of the SIBORAP report, which also includes Sections Eight (Corporate Financial Statements), Nine (Taxation Considerations), and Ten (Transactional Fear and Greed Controls).

Apple Inc. unveils iPad 2 tablet

In a media event on March 2, Apple Inc. unveiled its iPad 2 tablet computer, the successor to the company’s iPad. The announcement was made at the Yerba Buena Center for the Arts in San Francisco, California. CEO Steve Jobs appeared at the event and introduced the new product, with FaceTime video messaging (with front and rear cameras) as well as a new dual-core Apple A5 processor.

The iPad 2 is an all new design and has several improvements over the original iPad. The device runs on an dual-core Apple A5 CPU. According to Jobs, the CPU’s new dual-core capability enhances multitasking and doubles the processing speed. Apple additionally introduced a magnetic ‘Smart Cover’ accessory that snaps to the front screen of the device along with several new apps ported from the Mac OS X operating system and the iPhone. These include iMovie, GarageBand, and Photo Booth. The new iPad introduces front and rear cameras which enable FaceTime. The new tablet is 15% lighter and 33% thinner than the previous version – thinner than an iPhone 4 – and has beveled edges. It will be available in black and white. The device continues to be capable of ten hours of battery life on a single charge.

The announcement comes after months of rumors about a successor to the original iPad. Competitors have designed tablets to compete with the iPad such as Motorola’s Xoom powered by the Android operating system. One research analyst predicted that iPads would still make up at least 20 million of the more than 24 million tablet computers sold in the United States in 2011. Another analyst credited the Apple’s App store for iPad’s continued success. The device will become available in the United States on March 11, 2011, available in 16, 32, or 64 gigabytes. iPad 2’s 3G models can connect to the wireless networks of AT&T or Verizon Wireless and Wi-Fi. The iPad 2 will start at US$499. In tandem with the announcement, Apple reduced the price of its original iPad to US$399. Shares of Apple inc. rose $2.81, closing at US$352.12 the day of the announcement.

Cleveland, Ohio clinic performs US’s first face transplant

A team of eight transplant surgeons in Cleveland Clinic in Ohio, USA, led by reconstructive surgeon Dr. Maria Siemionow, age 58, have successfully performed the first almost total face transplant in the US, and the fourth globally, on a woman so horribly disfigured due to trauma, that cost her an eye. Two weeks ago Dr. Siemionow, in a 23-hour marathon surgery, replaced 80 percent of her face, by transplanting or grafting bone, nerve, blood vessels, muscles and skin harvested from a female donor’s cadaver.

The Clinic surgeons, in Wednesday’s news conference, described the details of the transplant but upon request, the team did not publish her name, age and cause of injury nor the donor’s identity. The patient’s family desired the reason for her transplant to remain confidential. The Los Angeles Times reported that the patient “had no upper jaw, nose, cheeks or lower eyelids and was unable to eat, talk, smile, smell or breathe on her own.” The clinic’s dermatology and plastic surgery chair, Francis Papay, described the nine hours phase of the procedure: “We transferred the skin, all the facial muscles in the upper face and mid-face, the upper lip, all of the nose, most of the sinuses around the nose, the upper jaw including the teeth, the facial nerve.” Thereafter, another team spent three hours sewing the woman’s blood vessels to that of the donor’s face to restore blood circulation, making the graft a success.

The New York Times reported that “three partial face transplants have been performed since 2005, two in France and one in China, all using facial tissue from a dead donor with permission from their families.” “Only the forehead, upper eyelids, lower lip, lower teeth and jaw are hers, the rest of her face comes from a cadaver; she could not eat on her own or breathe without a hole in her windpipe. About 77 square inches of tissue were transplanted from the donor,” it further described the details of the medical marvel. The patient, however, must take lifetime immunosuppressive drugs, also called antirejection drugs, which do not guarantee success. The transplant team said that in case of failure, it would replace the part with a skin graft taken from her own body.

Dr. Bohdan Pomahac, a Brigham and Women’s Hospital surgeon praised the recent medical development. “There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Leading bioethicist Arthur Caplan of the University of Pennsylvania withheld judgment on the Cleveland transplant amid grave concerns on the post-operation results. “The biggest ethical problem is dealing with failure — if your face rejects. It would be a living hell. If your face is falling off and you can’t eat and you can’t breathe and you’re suffering in a terrible manner that can’t be reversed, you need to put on the table assistance in dying. There are patients who can benefit tremendously from this. It’s great that it happened,” he said.

Dr Alex Clarke, of the Royal Free Hospital had praised the Clinic for its contribution to medicine. “It is a real step forward for people who have severe disfigurement and this operation has been done by a team who have really prepared and worked towards this for a number of years. These transplants have proven that the technical difficulties can be overcome and psychologically the patients are doing well. They have all have reacted positively and have begun to do things they were not able to before. All the things people thought were barriers to this kind of operations have been overcome,” she said.

The first partial face transplant surgery on a living human was performed on Isabelle Dinoire on November 27 2005, when she was 38, by Professor Bernard Devauchelle, assisted by Professor Jean-Michel Dubernard in Amiens, France. Her Labrador dog mauled her in May 2005. A triangle of face tissue including the nose and mouth was taken from a brain-dead female donor and grafted onto the patient. Scientists elsewhere have performed scalp and ear transplants. However, the claim is the first for a mouth and nose transplant. Experts say the mouth and nose are the most difficult parts of the face to transplant.

In 2004, the same Cleveland Clinic, became the first institution to approve this surgery and test it on cadavers. In October 2006, surgeon Peter Butler at London‘s Royal Free Hospital in the UK was given permission by the NHS ethics board to carry out a full face transplant. His team will select four adult patients (children cannot be selected due to concerns over consent), with operations being carried out at six month intervals. In March 2008, the treatment of 30-year-old neurofibromatosis victim Pascal Coler of France ended after having received what his doctors call the worlds first successful full face transplant.

Ethical concerns, psychological impact, problems relating to immunosuppression and consequences of technical failure have prevented teams from performing face transplant operations in the past, even though it has been technically possible to carry out such procedures for years.

Mr Iain Hutchison, of Barts and the London Hospital, warned of several problems with face transplants, such as blood vessels in the donated tissue clotting and immunosuppressants failing or increasing the patient’s risk of cancer. He also pointed out ethical issues with the fact that the procedure requires a “beating heart donor”. The transplant is carried out while the donor is brain dead, but still alive by use of a ventilator.

According to Stephen Wigmore, chair of British Transplantation Society’s ethics committee, it is unknown to what extent facial expressions will function in the long term. He said that it is not certain whether a patient could be left worse off in the case of a face transplant failing.

Mr Michael Earley, a member of the Royal College of Surgeon‘s facial transplantation working party, commented that if successful, the transplant would be “a major breakthrough in facial reconstruction” and “a major step forward for the facially disfigured.”

In Wednesday’s conference, Siemionow said “we know that there are so many patients there in their homes where they are hiding from society because they are afraid to walk to the grocery stores, they are afraid to go the the street.” “Our patient was called names and was humiliated. We very much hope that for this very special group of patients there is a hope that someday they will be able to go comfortably from their houses and enjoy the things we take for granted,” she added.

In response to the medical breakthrough, a British medical group led by Royal Free Hospital’s lead surgeon Dr Peter Butler, said they will finish the world’s first full face transplant within a year. “We hope to make an announcement about a full-face operation in the next 12 months. This latest operation shows how facial transplantation can help a particular group of the most severely facially injured people. These are people who would otherwise live a terrible twilight life, shut away from public gaze,” he said.

Jersey child abuse case ‘was not covered up’

Frank Walker, the chief minister of Jersey, a United Kingdom Crown dependency off the coast of Normandy, France, denies that there was a cover up after a child’s remains were found.

The allegations of a cover-up stem from statements by Stuart Syvret. Syvret, the former Minister for Health and Social Services for Jersey, said that “It’s a continuum that we see. It’s a culture of cover-up and concealment and tragically the recent evidence is just the latest manifestation of that.”

It has come to light that Edward Paisnel, a notorious pedophile, used to visit the Haut de la Garenne children’s home dressed as Father Christmas. Paisnel in 1971, was given a sentence of 30 years for 13 counts of assault, rape and sodomy.

Syvret says he was dismissed from his ministerial position after highlighting the “torture” of 11 to 16-year-olds in the island’s care homes. He claimed he was “sacked for whistleblowing”.

Police are currently investigating twenty-seven cases of child abuse on the island and recently discovered the body of one child at a care home Haut de la Garenne in St. Martin, and with a potential six sites in the area where more bodies may be located. The home was closed in 1986 and since 2003 it has served as a youth hostel.

Jersey’s deputy police chief, Lenny Harper said “Part of the inquiry will be the fact that a lot of the victims tried to report their assaults but for some reason or another they were not dealt with as they should be.”

Harper added that “no evidence of a cover-up of any Jersey government” has been found. “We are looking at allegations that a number of agencies didn’t deal with things as perhaps they should.”

Syvret has encouraged the government of the United Kingdom to assign independent judges to oversee any cases that result from the investigations.

Builders originally uncovered a body at the care home in 2003 but it was only since an operation investigate child abuse started in 2006 that progress has been made. An ex-minister of the States of Jersey, the parliament of the island, has criticised the handling of the case, stating that abuse cases were mishandled.

Walker told senators that all necessary resources would be use to find the abusers. “None of us imagined that children in Jersey could be abused and mistreated in the way that is being suggested,” the BBC have quoted him as saying. “I express my shock and horror that these things have apparently happened within our island.”

Specialist police from the United Kingdom have been investigating after an enquiry turned up 140 sources verifying the claims of abuse.

Olga Kaniskina, who represents Russia, has set a new Olympic record in the women’s 20km walk with her time of 1 hour and 36 minutes. After the race Kaniskina said that the weather did not affect the record.

“I think my regular training is the most important factor contributing to my victory,” she said, explaining the factors that she believes led her to victory.

Britons Iain Percy and Andy Simptson won the gold medal in the star class sailing event after a successful performance in the final round, which took place today. The pair started today in silver medal position, and gained one place in the final round to win the gold medal.

Spanish Fernando Echavarri and Anton Paz won an Olympic gold medal in Sailing’s fast Tornado catamaran class. Darren Bundock and Glenn Ashby from Australia finished in second place and the Argentinean pair of Santiago Lange and Carlos Espinola won the bronze medal.

Maarten van der Weijden, a long distance swimmer from the Netherlands, beat the favorites in the men’s marathon 10 km swimming event to secure the gold medal with a time of 1:51:51.6. David Davies, who was one of the favourites to win the gold medal, was overtaken by Weijden in the final 500 metres of the race.

Davies finished 1.5 seconds behind Weijden.

Misty May-Treanor and Kerri Walsh won the Olympic gold medal for the United States in the women’s beach volleyball competition by winning every set in the final against the Chinese Tian Jia and Wang Jie.

Both sets were won 21-18.

American LaShawn Merritt won the final of the Men’s 400 meters in an event which saw all three of the medals going to the American team.

Jamaican Veronica Campbell-Brown won the gold medal in the final of the women’s 200m sprint with a time of 21.74 seconds.

Allyson Felix, the defending Olympic champion, who was representing United States, won the silver medal, with her time being approximately 0.2 seconds behind the time of the winner.

Nelson Evora won the men’s triple jump at the 2008 Beijing Summer Olympics. Evora won the gold medal with a jump of 17.67 meters beating silver medalist Phillips Idowu of Great Britain by 5 centimeters (17.62 meters).
