UK Parliament begins debate on Brexit deal

On Tuesday, the United Kingdom Parliament started five days of debates ahead of a vote over Prime Minister Theresa May’s deal to leave the European Union.

The deal being debated is a withdrawal agreement for the United Kingdom (UK)’s exit from the European Union (EU), and a political framework defining ambitions for the future of the UK–EU relationship.

I have spent nearly two years negotiating this deal

In a statement to the House of Commons shortly before debates began, Theresa May said “I have spent nearly two years negotiating this deal […] I have lost valued colleagues along the way, I have faced fierce criticism from all sides. If I had banged the table, walked out of the room, and at the end of the process delivered the very same deal that is before us today, some might say that I’d done a better job.”

Following the debates, a vote in the House of Commons is to determine if the deal will be implemented. The vote is scheduled for next Tuesday, December 11.

Guatemalan president and first lady apply for divorce

According to judicial spokesman Edwin Escobar, Alvaro Colom, president of Guatemala, and Sandra Torres, the first lady, have applied for a divorce. It is said that the couple, who have been married for eight years, have done so so that Torres can apply for presidency.

The couple applied for divorce on March 11, Escobar said. He says the couple have given mutual consent and did not reveal the names of their lawyers.

Presidential spokesman Giusseppe Calvinisti has denied having any information about the planned divorce.

Before Escobar made the announcement, opposition leader Roxanna Baldetti had warned that the couple were planning to split to let Torres run for the presidency. Many political observers believe the couple filed their request so that Torres can stand to succeed her husband when his term ends in September, as the Guatemalan constitution does not allow close relatives of the president to do so.

Comments on the divorce have ranged from ‘unthinkable’ to ‘a fraud’, the latter description by Patriotic Party candidate Otto Perez. According to Perez, the divorce will not let the Torres run for presidency. “The law does not state a time frame of when a person ceases to be a relative of the President.”

The Constitutional Court in Guatemala, the highest legal authority that determines the legitimacy of a presidential candidate, is to be taken over by new members in April. Legal experts doubt the impartiality of the new judges. They noticed ‘ominous signs of political pressures’ that would cause them to defend partisan interests rather than uphold justice.

Women have worked nail polish as a high end fashion accessory for thousands of years, with nail varnish only coming on the mass market in the 20th century. When you paint your nails, you are in fact emulating the very highest aristocracy from both Egyptian and Chinese dynasties. You’re also following in the footsteps of Hollywood royalty. This fascinating guide to the history of the world’s favourite beauty product traces its roots from a royalty-only product; to its launch in modern times; and the styles that paved the way for the nail polishes women wear today.

Historical records indicate nail polish began life in ancient China. Around 3000 BC, it was mostly composed of ingredients like bees wax, egg white and gum Arabic, with colour tinting coming from the petals of flowers. It stained the nail, with the ‘application’ lasting several hours. Unsurprisingly it was exclusively reserved for aristocratic women. The ancient Egyptian upper classes also used prototypes of nail varnish, with Cleopatra’s favourite shade apparently a carmine red. Interestingly, some of the later Chinese dynasties went through phases of using metallic artificial nails to emphasise high social status.

Much closer to our shores, a European podiatrist Dr Sitz introduced manicure techniques in the 18th century, which quickly spread to the USA. The world still had to wait until the 1920s before the introduction of modern nail polishes. There were pastes and powders for buffing, but these only gave very temporary effects. Then a French make-up artist named Michelle Menard introduced modern nail polish as we know it, working for the firm that was to become Revlon. At first, the trend was tied in closely with the flapper style of the roaring 20s, but by the 1940s it was notably used by actress Rita Hayworth, which was about as close to royalty as you could get in 1940s Hollywood.

During the 1950s, scarlet nail polishes with matching scarlet lipstick was popularised by the likes of TV comedienne Lucille Ball, alongside some pale shimmering frosted pinks. Then in the 1960s the likes of Brigitte Bardot introduced a wave of pale lipsticks and Elizabeth Taylor launched a ton of heavy eyeliner in the film ‘Cleopatra’. On the whole, nail varnish was popular in the paler, pastel shades. The 1970s ushered in a more ‘natural look’. This contrasted radically later with the defiant explosion of punk and goth styles radically boosting sales of black nail polishes. The 70s also brought about two more huge milestones for the history of nail varnish.

Acrylic nails properly hit the scene for the fist time, and around the same time there were official product launches of ‘French manicure’ kits: nude base colours and then a white nail polish for the nail tips only. Speeding onto the 1980s, the TV shows ‘Dallas’ and ‘Dynasty’ were a huge global phenomenon and strong driving force behind ‘power dressing’. This meant bold make-up including strong nail colours, and just as importantly, ‘big’, hair – super-styled and literally voluminous. The 80s are also noted for Madonna’s influence on a younger, funky, look, including plenty of neon nail polishes. In the 80s, the game really began as we know it now through the expansion of salon quality nail colours. Despite this, the nail colour story of the 1990s was undoubtedly a classic, not a nouveau shade.

When Tarantino’s cult hit movie Pulp Fiction hit the screens with Uma Thurman sporting short square nails in Chanel’s Rouge Noir/Vamp, dark red rapidly became the defining fashion of the decade. In the later noughties, the picture is not as clear though. The increase in nail polish colours from the better brands simply launched an enormous variety of different trends. Acrylic nails do stand out as a defining feature though, with nail art becoming high art. The various patterns, gems and foils spawned both nail art competitions and the expansion of high street salons. Today, the shades do still change each fashion season and the better brands definitely follow couture runways for inspiration.

United States begins testing equipment for demolition of a major VX nerve gas stockpile

Testing began on a chemical reactor at the Newport Chemical Depot near Terre Haute, Indiana on Friday morning. If successful, the reactor will be put to use destroying the large VX nerve gas stockpiles stored at the facility over the course of the next two years. After the disposal project experienced several delays, the facility announced it would begin pumping VX into a completed disposal unit for testing. The unit consists of a chemical reactor in which the VX will be mixed with water and sodium hydroxide, heated to 194°F while mixed with paddles. The resulting chemical, called hydrolysate, is chemically similar to commercial drain cleaners and has similar properties. If the test is successfully completed , the unit will continue processing the VX until the entire stockpile has been neutralized, a process projected to take two years. Administrators expect to complete testing on May 10, 2005.

According to the controversial plan, the finished waste product would be shipped to New Jersey for final reprocessing. The inert chemical would then be emptied into the Delaware River where natural attenuation would occur.

Residents near the proposed river disposal site in New Jersey oppose this idea. The contractor for the final component of this disposal would be the DuPont Corporation.

NCD is a bulk chemical storage and destruction facility in west central Indiana, thirty miles north of Terre Haute. Originally founded during World War II to produce RDX, a conventional explosive, it later became a site for chemical weapons manufacturing during the Cold War. It is now used to securely store and gradually neutralize part of the US stockpile of VX.

VX was manufactured by the U.S. in the 1950s and 60’s as a deterrent to possible Soviet Union use. It was never deployed, and the manufacture was halted in 1969 after an order signed by then-president Richard Nixon.

In 1999, the Army announced it awarded a disposal contract to Parsons Infrastructure & Technology, Inc., a business unit of Parsons Corporation. Some 220 civilian Parsons employees work at the facility, which is supervised by an Army officer reporting to the U.S. Army Chemical Materials Agency, and a board of civilian government overseers called the Indiana Citizens’ Advisory Commission, some of whose members are appointed by the state governor.

Security at the facility is controversial. A private security service, supplemented by a complement of Indiana National Guard soldiers, guarded the facility until April 14, 2005, when the soldiers were withdrawn. An Indianapolis television station has questioned security measures in some of its special reports.

U.S. TV networks look to past for future programming

Los Angeles, California — Four of six national television broadcast networks recently wooed potential advertisers for the 2005-2006 season with programming offerings in the new development phase. These included NBC, Fox, ABC and The WB. Two other networks, CBS and UPN, plan to preview their offerings March 24.

After four years of focusing on high-profile reality television, network executives are turning to the past for inspiration on scripted series. Some networks said they are “more consciously aggressive about developing shows” that recall such classics as Taxi and Barney Miller, Craig Erwich, a programming executive for Fox, told USA Today. In the same report, Kevin Reilly, NBC entertainment chief said, “I don’t think the answer has to be that it’s groundbreaking or something you’ve never seen before.”

But at least one ad buyer had reservations about the rear-view mirror technique. “Every network seems to be looking back rather than forward for programming ideas. The reminiscence factor may be good if you are looking for an older audience, but it may not be a way to bring in the younger audiences,” Laura Caraccioli-Davis, senior vice president and director of Starcom Entertainment told Mediaweek magazine.

Stolen minibus recovered 35 years after theft

A 1965 Volkswagen minibus that was stolen in 1974 has been recovered by customs agents in Los Angeles. The vintage minibus was in pristine condition, valued at $25,000, and was found during a routine inspection of a shipping container scheduled for departure to The Netherlands. A routine computer database search on its vehicle identification number flagged it as having been stolen from a vehicle upholstery shop in Spokane, Washington on July 12, 1974. A custom restoration business in Arizona was attempting to deliver it to overseas clients last month when authorities intercepted the vehicle.

“Pretty amazing, isn’t it?”

The theft appeared on the National Insurance Crime Bureau database, which is used by border authorities and contains all stolen vehicle records. Most police databases remove unsolved vehicle thefts after five years.

The California Highway Patrol does not suspect the restorer of wrongdoing, according to investigating officer Mike Maleta. Possession of the vehicle apparently changed several times. Police in Spokane have not yet located the rightful owner, whose identity has not been released to the press. Maleta hopes that a trail of registration documents and interviews will uncover the thief.

The Allstate insurance company paid $2500 shortly after the theft occurred and wants to take possession of the vintage minibus. Allstate spokeswoman Megan Brunet expects that after the necessary paperwork is processed the firm will sell it at auction.

ACLU President Strossen on religion, drugs, guns and impeaching George Bush

There are few organizations in the United States that elicit a stronger emotional response than the American Civil Liberties Union, whose stated goal is “to defend and preserve the individual rights and liberties guaranteed to every person in this country by the Constitution and laws of the United States”. Those people include gays, Nazis, women seeking abortion, gun owners, SPAM mailers and drug users. People who are often not popular with various segments of the public. The ACLU’s philosophy is not that it agrees or disagrees with any of these people and the choices that they make, but that they have personal liberties that must not be trampled upon.

In Wikinews reporter David Shankbone’s interview with the President of the ACLU, Nadine Strossen, he wanted to cover some basic ground on the ACLU’s beliefs. Perhaps the area where they are most misunderstood or have their beliefs most misrepresented is their feelings about religion in the public sphere. The ACLU categorically does not want to see religion disappear from schools or in the public forum; but they do not want to see government advocacy of any particular religion. Thus, former Alabama Chief Justice Roy Moore’s placement of a ten ton monument to the Ten Commandments outside the courthouse is strenuously opposed; but “Lone Ranger of the Manger” Rita Warren’s placement of nativity scenes in public parks is vigorously defended. In the interview, Strossen talks about how certain politicians and televangelists purposefully misstate the law and the ACLU’s work in order to raise funds for their campaigns.

David Shankbone’s discussion with Strossen touches upon many of the ACLU’s hot button issues: religion, Second Amendment rights, drug liberalization, “partial-birth abortion” and whether or not George W. Bush should be impeached. It may surprise the reader that many ideas people have about the most visible of America’s civil libertarian organizations are not factually correct and that the ACLU often works closely with many of the organizations people think despise its existence.

Parents arrested after putting baby on Craigslist

A couple from Vancouver, British Columbia, Canada has been arrested on charges of public mischief after listing their seven day old baby girl on the popular Internet classified ads website Craigslist.

The listing claimed that the baby was unexpected, “healthy and very cute”. It asked CAN 10 000 for the baby. It also listed a phone number belonging to a stolen cellphone, which was used to find the couple.

It was first noticed by a 62-year old grandmother browsing the website for furniture, who said “I was shaking, and I thought, ‘Come on, how did this even get through?'” The couple claimed that the listing, which has since been removed, was a hoax.

The father, Jeremy Pete, had a history of car thefts and evasion of police, while the mother, 23-year-old Bethany Granholm, had convictions of property theft, fraud and impersonation. The parents have now been released, but charges are still being considered. The baby has been placed in provincial care.

A suspected copycat incident occurred just four days later, also offering a seven-day-old baby girl for CAN 10 000 on Craigslist. This incident turned out to be a hoax, and no child was in danger.

Last week saw a similar incident in Germany, where a couple listed a seven month old baby on eBay. In this case the police have launched a child trafficking investigation, despite the parents’ assertion that the listing was a joke.
