South African apartheid assassin Eugene de Kock granted parole

South African Justice Minister Michael Masutha yesterday announced he is granting parole to Eugene de Kock, an apartheid-era assassin who has spent twenty years in prison.

After South Africa’s first democratic elections in 1994 de Kock was arrested and subsequently detailed his actions to the nation’s Truth and Reconciliation Commission (TRC). As head of a police ‘counter-insurgency’ unit de Kock took responsibility for murdering and torturing dissidents opposed to white-only rule. His methods included bombings, shootings, and stabbings and he operated internationally and at home. His revelations earned him the nickname “Prime Evil”.

The TRC granted de Kock immunity for most crimes in exchange for his testimony. He was charged with remaining offences, not covered due to limits in TRC power, and in 1996 jailed for life for six murders. Additional convictions include kidnap and attempted murder. He received an additional 212-year term for those crimes. The TRC could only grant immunity where the offence was a human rights violation and the offender gave a full confession.

During his TRC testimony de Kock accused police commanders of ordering murders including those of African National Council (ANC) members. In a 2007 prison interview he said FW de Klerk, the last white President, had hands “soaked in blood”. De Klerk denies de Kock’s allegations he ordered individual murders.

In the early nineties de Kock teamed up with anti-ANC party Inkatha to arrange violence within black communities. Internal conflict killed 12,000 in the wake of future President Nelson Mandela’s release. Mandela wrote of fearing “a hidden hand behind the violence[…] attempting to disrupt the negotiations”, by orchestrating the clashes in Natal and Transvaal. He was referring to upcoming elections and a transfer of power away from white rule and apartheid.

Masutha said de Kock was being released “in the interest of reconciliation and nation building”. The date, location, and terms are to remain secret.

Reaction from his victims is varied.

Murder victim Glenack Mama’s widow Sandra welcomed the release. She said to a BBC reporter “I think it will actually close a chapter in our history because we’ve come a long way and I think his release will just once again help with the reconciliation process because there’s still a lot of things that we need to do as a country”. She said “He got the instructions from the top and they [more senior officials] got away with it[…] they’re amongst us today and one man is taking the fall”.

Eddie Makue said to The Associated Press the release stirred up “mixed feelings, which is something we’ve gotten used to as South Africans”. He was a South African Council of Churches employee in 1988 when de Kock bombed their headquarters. Jane Quin said she was “terribly disappointed” and he should never be released. Her sister Jacqui Quin was murdered in Lesotho in 1985 by de Kock.

TRC chairman Archbishop Desmond Tutu said “I pray that those whom he hurt, those from whom he took loved ones, will find the power within them to forgive him.” He said the release would not be universally welcome but is nonetheless “to our collective credit, as people and as a nation.” Tutu called it “an indictment on our government” that apartheid officials who did not co-operate with the TRC had evaded prosecution.

Whilst in prison de Kock has assisted the recovery of his missing victims’ remains. Remorse and his help to the Missing Persons Task Team were cited by Masutha as reasons to release him, which was initially decided against last July. “[H]is key role has been to introduce us to other former security police who can assist with finding others,” said Task Team leader Madeleine Fullard. Fullard said de Kock had also directly assisted in retrieving two bodies. “He certainly feels lives were wasted for no reason”, she added, describing a meeting with him at one ANC victim’s grave. “He seemed to be quite stressed.”

Masutha also announced yesterday the rejection of a parole application by apartheid killer Clive Derby-Lewis, an ex-MP. Derby-Lewis is serving life for murdering popular South African Communist Party leader Chris Hani. Hani also led the ANC’s militant division. His killing in 1993 sparked rioting. Derby-Lewis sought parole because he has lung cancer. Masutha said in rejecting the application that Derby-Lewis was remorseless.

Sarkozy appoints François Fillon as Prime Minister of France

The new President of France, Nicolas Sarkozy has appointed François Fillon to head the new French government. Fillon’s predecessor Dominique de Villepin stepped down yesterday, and formally handed over the post during a ceremony today.

The nomination did not come as a surprise after the British newspaper the Financial Times had reported on May 8 that Sarkozy had introduced Fillon to Tony Blair in a telephone conversation.

François Fillon (53) has been the political advisor of Sarkozy in the UMP for the past 2 years, and he was Sarko’s campaign leader during the recent presidential elections. Fillon has experience in negotiating with the trade unions, having undertaken controversial reforms of the 35-hour workweek and the pension system. Sarkozy in his inauguration speech on Wednesday reiterated his plans to reform the French labour and social system, and Fillon will have to oversee these reforms as the new Prime Minister. Sarkozy said he wants to make the economy more flexible and lessen social tensions.

I expect I’ll end up being the first French premier with a Welsh wife.

The Guardian reported that Fillon is an Anglophile; his wife Penelope Clarke, with whom he has 5 children, was born in Wales. Ideologically, Fillon is being described as a moderate left-leaning member of the conservative UMP party.

Fillon had his first experience as a minister in 1993 when he became Minister for the Higher education and Research under PM Édouard Balladur. He later became Minister for the Post office, Telecommunications and Space, then Minister for the social Affairs, Work and Solidarity, and finally Minister for national Education, the Higher education and Research. At the university, he studied public law and political sciences.

Sarkozy might announce his cabinet of 15 ministers as early as Friday, half of which are going to be women, he said. Fillon will lead the UMP in the parliamentary elections next month. A poll on Wednesday predicted a 1.5% increase in votes for the UMP, up to 40%, compared to 28% status-quo for the allied socialists.

Reports say that Sarkozy has offered the foreign minister post to Bernard Kouchner, co-founder of Médecins Sans Frontières, who is seen as being on the left in French politics.

Woman gives birth on New Jersey PATH train

A New Jersey woman, 31-year-old Rabita Sarker, gave birth on a moving Port Authority Trans-Hudson (PATH) train yesterday morning. She and her husband Aditya Saurabh were heading to St. Luke’s-Roosevelt Hospital in Manhattan for a “practice run”. She gave birth between the Journal Square and 33rd Street stations at 9:49 am ET (1449 UTC).

Sarker boarded the Manhattan-bound PATH train at Journal Square already experiencing labor pains. At first she believed these were false, but soon realized she was in fact giving birth. A St. Luke’s-Roosevelt physician who was also traveling on the train came to her aid. Once train conductors heard that she was in labor, they switched the train to express service and bypassed stops to go directly to 33rd Street.

Paramedics and three Port Authority police officers were waiting on the platform of the 33rd Street station. “As the train came into the station, the woman had already given birth”, Sgt. Mike Barry of the Port Authority police said. Sarker along with her child were then taken to St. Luke’s-Roosevelt where they were in stable condition.

The couple has not yet announced a name for their boy but they have nicknamed him “Jhatpat”, which translates from Hindi as “Fast”.

Chinese government to safeguard old Beijing

Beijing’s city legislature has approved a bill, one year in the making, to safeguard the historical and cultural heritage of old Beijing. The new 41-article set of regulations will come into effect May 1, requiring the city to protect listed heritage sites and unlisted sites deemed of historical or cultural value. It also guarantees protection for the area within the city’s Second Ring Road.

Director of the Beijing Administrative Bureau of Cultural Heritage, Mei Ninghua, said “the most encouraging content of the regulations is that Beijing will pay more attention to protecting the old city’s landscape in its entirety, rather than just focussing on scattered heritage sites.” This means the old city layout, colours of buildings, and the names of houses and lanes will have legal protection.

“We took measures to protect the city’s siheyuan courtyard houses by tagging protection plates on more than 650 of them in 2003, preventing them from being demolished or damaged during the city’s massive housing reconstruction projects,” said Mei.

“Now the new regulations give legal buttress to the protection of siheyuan courtyard homes, as well as other unmovable ancient treasures, that have yet to be listed but are at risk of being demolished during urban renovation.”

Modern Beijing, capital of China for 850 years, was built by Mongul Emporer Kublai Khan in 1267 AD. In the vicinity of the current city once was Ji (?), the capital of the State of Yan (?), a power of the Warring States Period – but it has been lost in the mists of time.

At first mention of the phrase sleeping disorder, the thing that would probably pop out of your mind is insomnia, or a condition whereby a person is experiencing difficulty in maintaining or initiating sleep. However, the more common sleeping disorder, which affects the very young to the very old, is actually called parasomnia. All of us, at one time, have actually experienced at least one type of parasomnia in our lifetime.

Uncovering The Truth About Parasomnia

According to the American Heritage Dictionary, parasomnia is defined as any type of sleep disorder that commonly inhibits sleep. Parasomnia can either occur during non rapid-eye movement sleep, NREM for short; or rapid-eye movement sleep, more commonly known as REM. Therefore, a person who has parasomnia may experience sleep disruption or arousal when he or she is in a simultaneous stage of being partially asleep and awake. The sleep problems can be passive, such as talking while sleeping or bedwetting; or dangerous, such as sexually assaulting or harming other people.

What Causes Parasomnia?

Biological factors, depression, and stress are some of the most common causes of parasomnia. People who have problems and are plagued with guilt, tension and anxiety are believed to be at risk of experiencing various sleeping disorders, most of which can fall under the category of parasomnia. Some experts also believe that heredity plays a huge role in some of the types of parasomnia, including bedwetting, sleep talking and teeth grinding.

Although numerous studies have already been conducted to get a definitive answer to what really causes parasomnia, sleep experts were still unable to come up with a sufficient explanation as to the cause of some sleep disorders. One thing that experts agree on is that parasomnia sets off, in an inopportune moment, one or several physiological systems while a person is in the sleeping and waking cycle.

Common Types Of Parasomnia

Bedwetting

This type of parasomnia, which is also known as Sleep Enuresis, is more common in children. Usually, a person suffering from this problem is incapable of controlling his or her urinary functions during sleep. A lot of people who experience sleep enuresis claim that they thought they were dreaming about urinating or relieving themselves.

Bruxism During Sleep

Teeth grinding, or what is called sleep bruxism, is quite common. Usually, a person who exhibits this disorder involuntarily clenches or grinds his or her teeth at night. Soreness of the jaw and faster wear and tear of teeth are some of the effects of this nocturnal habit. One way to remedy the situation is by wearing a mouth guard during sleep.

Confusional Arousals

Basically, when you wake up in the middle of the night and feel temporary confusion and alienation, then you have just experienced confusional arousal. For some people, however, this sleep disorder may also affect their short-term memory and reaction time.

Nightmares or Night Terrors

Nightmares, although fairly common, are considered as a sleep disorder because a person who suddenly wakes up in the middle of his or her sleep because of vivid frightful events usually find it difficult to sleep again. This type of parasomnia is more common in children.

RBD

This type of parasomnia, which is called REM Sleep Behavior Disorder, is actually the acting out of dangerous and violent dreams. Thus, a person who has RBD may produce sounds or display bodily movements that demonstrate his or her dream. Some people who are suffering from RBD really beat their sleep partner or do violent acts against other people while they are asleep.

Somnabulism

This sleep disorder is more commonly known as sleep talking. Somnabulism frequently occurs during the middle of a sleep-wake stage. Most of those who talk in their sleep do not remember that they have uttered words, phrases or even sentences while they were asleep.

You really do not need to undergo treatment or medication in most cases of parasomnia. More often than not, these sleep problems disappear in time. However, if your problem is already getting worse, interfering with your sleep, and are hurting other people, then you immediately need to see a doctor.

New Zealand prisoners do nothing says National party

Figures released by Simon Power, law and order spokesman for the National party, show that the New Zealand Labour led government lets 81% of all prisoners not do any work while in prison. Newspaper, Sunday News says that some Christchurch prisoners have been given a barbecue for good behavior.

Simon Power’s figures show that of the 7,612 prisoners only 19% (1,470) of them took part in Corrections Inmate Employment during 2006. But in 2005 it was at 23% and in 2004 it was at 26%. He says that the prisons with the least amount of inmates working are: Rolleston with 8.6%, Mount Eden with 8.7%, Rimutaka with 11%, Christchurch Women’s with 13.5% and Dunedin with 13.8%. Mr Power said: “These figures are an appalling indictment on this Government’s approach to prisoner rehabilitation and preparing them for release.”

“In May, Corrections Minister Damien O’Connor announced a strategy that he said would help in ‘significantly increasing the number of prisoners in work and training. But a week later this was shown to be nothing more than window dressing when the Budget increased funding for prisoner employment by a measly $336,000 – up 1%.”

“They have cut funding [on the Corrections Department] by 27% since 2001/02, from $46.5 million to $34 million.”

Mr Power blames the low work rate on the big prison construction budget of $490 million. “There would have been more than a miserable $336,000 extra to spend on effective rehabilitation and work schemes,” he said.

“[Mr O’Conner] seems happier to spend $11 million on landscaping four new prisons and allow prisoners to sit around playing Playstations and Xboxes on their flat-screen TVs than he is about helping them get better prepared for when they are released.”

“Prisoners should be doing meaningful work, training or study while they are in prisons, and I imagine the public would agree,” Mr Power added.

Mr Power, commenting on the barbecue, said: “These people are in prison because they were found to be in serious breach of the law. The victims of their crimes will be grossly offended by the idea that they are being rewarded for anything. This is the just the latest in a long line of incredibly bad decisions made by the Corrections Department over the past year and taxpayers have had enough.”

Bevan Hanlon, president for the Corrections Officers Association, said: “The Mobsters getting a BBQ was a “joke”. (Christchurch Prison) staff are reporting the smell of dope every day. Mobsters are threatening staff on a daily basis and there appears to be high cellphone use (mobile phones are banned in jail). So what happens? They are given a BBQ.”

Food with cancer-causing dye recalled in Britain

The British Food Standards Agency (FSA) has announced a recall of foods containing banned dyes which increase the risk of cancer. The food products were sold at the Tesco, Waitrose, and Somerfield supermarkets.

A Bristol company called “Barts Spices” found the illegal Para Red substance in their Barts Ground Paprika, which was sold in 48g and 46g jars with a “Co-op” label. The batch codes on the affected products are 5032 and 5089 (expiration Dec 2007), and 5075 (expiration February 2007).

Tesco also found that their 130g package of BBQ rice cakes (expiration November and December 2005) contained both Para Red and Sudan I.

“It would be very prudent to assume that it could be a genotoxic carcinogen,” FSA scientific advisers told reporters.

“As a company committed to supplying only the very finest quality food ingredients, we took the immediate decision to withdraw our ground paprika spice from all outlets selling the product and advertised a product recall in the national press,” a Barts Spices spokesman said in a statement.

Sudan I is only authorized for industrial use to colorize petroleum products, such as shoe polish. Para Red and Sudan I are banned under the British Colours in Food Regulations of 1995.

Britain last went through a major food recall in February, when Worcester Sauce was found to contain chili powder dyed with Sudan 1.

Afghan president Hamid Karzai opens new terminal at Kabul International Airport

Hamid Karzai, president of Afghanistan, has opened a new terminal at Kabul International Airport. The US$35m (£22m) two-story structure was gifted by Japan as the old terminal building had become badly damaged by decades of war.

Speaking at the event, attended by 150 Afghan and Japanese officials, Karzai expressed his gratitude for the building, saying “Afghanistan could not have made this terminal on its own for many years or without lots of effort.” The new terminal is built next to the original sixties building, which had been considered luxurious when new but has fallen into decline, especially after the 1979 Soviet invasion and the civil war which followed.

Increasing numbers of military aircraft joined the commercial passenger planes, making Kabul International a frequent target of rocket attacks. It was in a poor state of repair, as well as outdated and in need of expansion, by the time the Taliban were ousted from Afghanistan.

Karzai implored his people to take proper care of the new terminal, which Afghan officials described as a step along the route to reconstruction after the Taliban were deposed.

“I hope, now this facility has been handed over to us, that our sisters and brothers, those in charge of the airport, the passengers passing through, the state officials and MPs using it, will look after it and they should not allow, God forbid, that we come here after a year and find its windows, doors and tiles broken,” he said.

The building will enter service next week, in time to carry passengers to Saudi Arabia for the annual pilgrimage of the Hajj. It has a capacity of one million passengers every year, and will service both domestic and international routes.
